I like Lori Wilde's Twilight, Texas, series. Also, Jill Shalvis' Lucky Harbor. Debbie Macomber also writes some great small-town stories.
I would have to pick the Jill Shalvis Lucky Harbor series.

Small town romance stories are so heartwarming and why they appeal to me. There is a lot of heart in such a small place. One of my favorite series featuring small towns in the Lakeshore Chronicles by Susan Wiggs, the Twilight, Texas series by Lori Wilde and Dream a Little Dream by Susan Elizabeth Phillips. I haven't read a Royn Carr book yet but I'm sure when I do I'll wonder what took me so long.
There are so many great books taking place in small towns. Virgin River and Cedar Cove come to mind.

There are so many I like, because I have a fondness for small towns. I would say I like the western small towns most: give my Wyoming, Colorado, Dakotas, Montana, and even northern California (Hill Country Heroes, Mustang Valley, Callahan Cowboys). I also like the southern small towns: give me North Carolina and Texas! I like the "hearing" the southern drawl.
I love the Virgin River series and JoAnn Ross's Shelter Bay series.
I like Sherryl Woods' Chesapeake Shore series and Susan Mallery's Fool's Gold series just to name a few. Small towns give a homey vibe of where everybody know everybody.
I like so many here but my favorite is Virgin River.
